Abstract

This article reveals the theoretical foundations of building a civil society. The need to determine the level of development of civil society as one of the important directions of specific theoretical and empirical research is a criterion that determines the level of development of civil society and the legal state in the example of modern countries. In it, the need to replace national, universal and religious values was studied.
